Preamble
Moroccans Worldwide Alliance – HUB is an international platform for coordination, networking, and guidance aimed at facilitating cooperation among alliances, associations, and stakeholders of the Moroccan diaspora worldwide.
The HUB acts as a common coordination framework without replacing national structures or intervening in their internal management.
This Charter defines the shared principles and cooperation framework to which partner structures adhere, as well as, where applicable, individual members participating in HUB exchange spaces, while respecting their autonomy and national legal frameworks.
- Purpose of the Charter
The purpose of this Charter is to:
- define the fundamental principles governing the functioning of the HUB
- frame cooperation relationships between alliances, associations, and partner stakeholders
- clarify the role of the HUB as a space for coordination, facilitation, and guidance
This Charter does not constitute a legally binding contract nor a mandatory governance structure.
- Fundamental Principles
HUB partners adhere to the following principles:
- Transparency
- Independence
- Cooperation
- Respect for legal frameworks
- Political neutrality and absence of partisan positioning
The HUB does not constitute a political movement, a partisan organization, or an ideological structure.
Any political engagement by members or founders is undertaken strictly in their personal capacity and shall not engage or bind the HUB.
- Autonomy of Alliances and Associations
Each partner alliance or association:
- retains its own legal personality
- remains fully responsible for its governance, funding, and activities
- operates in accordance with the laws of the country in which it is established
The HUB does not replace any national structure.
- Role of the HUB
Moroccans Worldwide Alliance – HUB acts exclusively as:
- an international coordination space
- a networking tool
- a framework for guidance and structuring
- a platform for collective visibility
The HUB does not possess independent legal personality and exercises no hierarchical authority.
It does not support, finance, or represent any political formation.
- Exchange Spaces
The HUB may establish exchange spaces that promote dialogue and cooperation.
These spaces:
- are based on voluntary participation
- operate under principles of respect and neutrality
- may be subject to prior validation
Any use of HUB spaces for partisan, electoral, or political mobilization purposes is incompatible with this Charter.
- Cooperation and Absence of Obligation
Participation in the HUB does not create any automatic administrative, financial, or contractual obligation between partners.
- Communication
Any communication made in the name of the HUB:
- complies with the principles of this Charter
- does not legally bind partners without their explicit consent
- may not be used for political promotion purposes
- Data
Information shared within the framework of the HUB must comply with applicable data protection regulations.
- Evolution
This Charter may be amended in order to adapt to the development of the HUB.
